General Summary

COLSA Corporation is seeking an experienced individual to lead its corporate industrial security program and to function as Corporate Facility Security Officer (FSO). The primary responsibilities of this position will be to lead and manage the day-to-day security business operations of the company across multiple geographic corporate locations. Major job responsibilities include: 

  • Oversee daily operations and training of security department staff responsible for clearances, badging, visit requests, coordinating logistics for classified meetings and conferences, maintaining calendars/schedules of events, document control, employee briefings and debriefings, and other duties;

  • Prepare, track, and monitor all classified contracts and Contract Security Classification Specification Forms (DD 254) assigned to the corporation;

  • Investigate, prepare, and submit Security Violations and Incident Reports as required by applicable government directives;

  • Ensure compliance with daily security operations as required under the NISP/ National Industrial Security Program Operating Manual (NISPOM) and other security policies;

  • Maintain and update as needed Standard Practices and Procedures (SPP) manual as required by NISPOM;

  • Maintain procedures on handling, safeguarding, and destruction of documents and data in accordance with established processes and appropriate timelines;

  • Prepare facility(ies) for required annual inspections/vulnerability assessments conducted by DSS and various government agencies and ensure compliance;

  • Prepare, coordinate, and conduct annual security education and training in accordance with NISPOM, customer, and company requirements;

  • Provide briefing and debriefing to employees holding clearances, and regular re-briefing of employees on foreign travel and hostile intelligence;

  • Work closely with Program Managers and others to ensure proper authorization and procedures have been obtained and/or followed for foreign travelers, to include entry of travelers into the Synchronized Predeployment & Operational Tracker (SPOT) system; and

  • Ensure personnel security records are electronically maintained and that Personally Identifiable Information (PII) is secure at all times.

In addition, this position will oversee physical security of all corporate-controlled facilities including perimeter and access control, operability of alarm systems and cameras, and facility maintenance. This individual will also work closely with the Human Resources Department to share responsibility of safety/OSHA compliance including development of safety programs, risk mitigation, and incident investigations.

The Director of Security Operations will represent the organization in strategic business planning, and will support and contribute to proposals and other business pursuits. The Director will be the primary interface with program managers, Defense Security Service Representatives, US Government Special Security Officers/Program Security Officers and the like. Ability to interact with persons at all levels of the organization and contribute to supporting the future direction of the business are important attributes in this position.

Required Experience

Required Qualifications

* Bachelors' degree in Business Criminal Justice or related field. Masters preferred.

* Minimum of ten years work experience, including supervisory experience.

* Proficient computer skills and knowledge of Microsoft Office Suite software (Word, Outlook, Calendar, Excel).

* Knowledge of the principles and practices of the NISPOM, security management, administrative practices, security preventative practices, investigatory practices, and related legal responsibilities.

* Excellent communication skills – both written and verbal.

* Ability to travel in support of programs (10%).

Preferred Qualifications

* Prior working knowledge of JPAS, EQIP, SPOT, and other security software extremely helpful.

* Current Facility Security Officer (FSO) credential with experience working in U.S. Government Industrial Security Management preferred.

* Experience with DSS audits preferred.

* Experience with classified computer systems preferred.

* Other related professional security certification(s) [e.g. Industrial Security Professional (ISP) or Security Professional Education Development (SPēD)] preferred.
