Manager Program Contracts (JC107598041)

Raytheon IIS has an exciting opportunity for a Manager, Program Contracts to support the Contracts program area in the Land Systems product area located in Huntsville, AL. This role will report directly to the Platform Systems Sr. Manager of Contracts The primary responsibilities of this role include supporting the Land Systems area of Platform Systems sub-mission area and future international, US Government and commercial business opportunities. This position will also include a role as the Contracts Lead for key competitive pursuits. The role will include management of existing programs in the HTS area including, SCRS, Eagle, Troposcatter programs. Support to Land Systems will also include engagements with the core program team to develop a strategy and develop contract solutions to new business opportunities. This position will require the management of a small cadre of personnel located in multiple geographic areas. This position is accountable for the contracts relationship with the U. S. Government, Domestic commercial customers, International customers, and industry customers and teammates. Focus is on the capture of significant international and domestic business opportunities, as well as ensuring flawless execution of the existing major programs. The Manager of Program Contracts will be experienced in working effectively with multiple Program Managers in support of program goals, proposal development and submission, negotiation, contract compliance, managing contractual issues, and applying overall business acumen to the performance and growth of the product area. Requirements : • 10+ years of applicable business-related work experience ideally in a gov’t contractor environment similar to Raytheon • Knowledge of FAR/DFARs, ITAR and/or related regulations. • Experience with applying legal aspects of Government and commercial acquisition to the contract management function. • Experience developing solutions to unusual and complex contracting issues, including commercial and US Government programs. • Proven negotiation skills to define strategies and lead negotiations. • Experience reconciling RFP, Program requirements, proposal submittals and resultant contract. Desired Skills: • Experience working on Domestic and International commercial contracts • Experience working with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS) • Experience and in-depth knowledge of change management • Comfortable presenting contracts and business related topics to Mission Area and Business Leadership in a high visibility role • Customer-focused with the ability to build strong customer relationships • Supervisory Skills of multiple reports • Ability to research compliance issues, applicable regulations and laws, and formulate recommendations to management • Knowledge of contract terms and conditions • Strong knowledge of company policies and procedures • Ability to work independently with minimal oversight and proactive involvement in issues and a desire to drive problems to resolution • Ability to offer innovative approaches to problem solving and develop solutions to contracting issues in leading all phases of the acquisition cycle Required Education (including Major): • BS/BA Accounting, Finance, Business Administration, Business Management, Contract Administration, Supply Chain Management, Economics, Business Law or related field.
