General Summary

This is a Program Analyst III position to provide cost analyst support to the HOSC contract.  This is an onsite position that reports directly to the HOSC Program Manager.  Analyzes program activities such as acquisition program planning, proposal pricing, financial management, cost analysis, and other tasks related to government contracts.  

*Essential functions

* Analyzes, evaluates, and assists in development and maintenance of program budget *

* Monitors costs incurred, program performance, and provides status information *

* Plans, schedules, and executes special activities as required *

* Assists in preparation and analysis of specific reports as required *

* Updates budgets for both customer fiscal year and COLSA calendar year *

* Provides ROMs for labor, materials, and travel for new projects as requested *

* Responsible for the generation and submissions of NASA financial reports (533M and 533Q) *

* Provides support for the execution of the fiscal year procurement plan; provides input to the contract PR tracking database, and approves contract generated section 508 forms and sole source justifications as required *

* Generates status reports for the Program including the mid month labor reports and work package cost reports *

* May serve as technical liaison between corporate departments, subcontractors, consultants, and others *

Required Experience

Required Qualifications

* Bachelor's degree in business or related field or equivalent experience (8 years of related experience may be substituted for degree)

* Minimum of six years work related experience in support of government project/program activities with emphasis on budget preparation, variance analysis, and cost reporting (minimum of 14 years of work related experience in support of government project/program activities with emphasis on budget preparation, variance analysis, and cost reporting required if no degree)

* Must have the ability to qualify for a public trust clearance

* Excellent communication skills

* Working knowledge of desktop applications including word processing, spreadsheet, and database software packages

Preferred Qualifications

* Familiarity with NASA 533M reports
