Program Controls Analyst

Position Description

The Program Control Analyst will support program and company financial operations with responsibilities including (but not limited to) program budget preparation, task expenditure plans, Estimate at Complete (EAC) development/maintenance, projection of task funding requirements, identification of “at risk” situations and related cost/funding issues, invoice preparation/review/submittal and other full life cycle Program Control duties as required. Daily interaction with Finance/Accounting personnel and Program Management Office (PMO) staff is expected.

Responsibilities

+ Provide expert assistance to Program Management in areas of cost control and schedule performance.

+ Track program expenditures against project baselines.

+ Establish Work Breakdown Structure (WBS) and related dictionaries as contractually required.

+ Ensure that all contractual financial reporting requirements are accomplished on an accurate and timely basis.

+ Work with Program Managers and Operations staff to monitor program financial activities for compliance and risk.

+ Account for monthly revenue and expenditures of assigned programs.

+ Participate in month-end closing activities to ensure proper cost and revenue recognition.

+ Analyze and reconcile cash flow, profitability, unbillables, Work in Process (WIP) and accruals to validate current project status.

+ Prepare EACs and other internal financial reports as well as any externally required reporting per contractual obligations.

+ Monitor program funding limitations and provide feedback to Program Management and Contracts.

+ Responsible for invoice preparation to include review/submittal and participation in follow-up effort for collections if required.

+ Supports and assists on proposal pricing exercises as required to include BOE and cost model development.

+ Demonstrate success in creating and maintaining relationships with senior business leaders.

+ Maintain high level of ability to perform tasks with minimal supervision.

Knowledge and Skills

+ Highly analytical and extremely detail-oriented.

+ Ability to operate in fast-paced and constantly changing environment.

+ Functional independent of supervision and works well in team environment.

+ Base knowledge of accounting theory, principles and practices in order to apply to wide array of accounting transactions.

+ Identification of process improvement opportunities and ownership of PI solutions.

+ Operationally functional dealing with large amounts of cost/price data in order to facilitate analysis and proper application of data usage.

+ Knowledge of Cost Accounting Standards (CAS) and financial system adequacy criteria.

+ Knowledge of Generally Accepted Accounting Procedures (GAAP).

+ Ability to exercise independent judgement, analyze reports and records, and solve financial problems.

+ Knowledge of Federal Acquisition Regulations (FAR).

+ Possess excellent analytical financial skills as well as strong verbal/written communication.

+ Proficient with MS Office suite (specifically Excel; Access experience preferred)

+ Experience with Deltek CostPoint

+ Solid foundational understanding of government contracting environment

Experience and Education

+ Four (4) or more years of experience in Accounting and/or Program Controls with associated training that provides the required knowledge, skills and abilities.

+ One (1) or more years of experience in defense contracting environment

+ Bachelor’s degree from accredited institution in Accounting, Finance or other business related discipline (directly related experience may substitute for degree)

Physical Requirements/Working Environment

+ Ability to travel as needed, estimate less than 10%
