We are seeking a Senior Analyst, Capture & Proposals. This position will begin work in Sacramento, CA and then transfer to Huntsville, AL permanently when the new proposal center is ready to be occupied (approximately 2nd quarter of 2018).

This opening may be filled at this level or at one level higher, depending upon the qualifications of the candidate. The position reports to the Senior Manager of Proposal Development, based in Los Angeles.

Essential Job Functions (Including % of Time for Each)

70% – Provide strong proactive support, working with the proposal manager to plan the proposal effort and support the development and timely production of high quality, fully compliant proposals. The individual may be required to provide cross-site proposal support.

Majority of proposals supported will be for U.S. Government (USG) agencies, with some RFI’s, white papers and commercial RFP’s. USG proposal responsibilities include: RFP analysis and development of compliance matrix templates; developing RFP-compliant annotated outlines; supporting the preparation of draft proposal development schedules; supporting proposal kickoff meetings and providing proposal process instructions; providing process guidance and Just-in-Time training; supporting daily tag-up meetings; supporting authors in developing content; supporting the storyboarding process and color reviews; supporting effective use of proposal themes and graphics by authors; coordinating development of graphics work and author content through graphic artists and proposal technical publications; coordinating final proposal draft production; and coordinating with the Contracts organization for electronic submittal or with Supply Chain for timely package shipments.

20% – Support proposal process initiatives; will gather and provide proposal metrics; will contribute to proposal development team meetings/group training; will support site proposal lessons learned and implementation of approved best practices; will support proposal template and standards implementation; will contribute to department objectives and long-range goals; will complete required position and employee administrative duties; will communicate and provide timely reports to proposal stakeholders and AR management; and will coordinate to stay current in proposal professional practices.

10% – Interface with the capture lead to transfer capture and proposal planning elements to the proposal manager and team, including contributing to fill any informational gaps.

Requirements

Requires a Bachelor’s degree in an appropriate discipline and a minimum of six (6) years of directly related experience providing strong proposal coordinator support for high-tech Federal proposals (or an equivalent combination of education and experience).

US Citizenship required. Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (U.S. Citizenship required). Must also be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.

Additional Requirements:

+ Strong written and verbal communications skills.

+ Must be able to work independently, as well as work effectively with physically-present and virtual teams and support unanticipated customers/requests.

+ Proficiency with MS Word, PowerPoint and Excel.

+ Demonstrated ability to support (often simultaneous) proposals and assignments; meet strict deadlines and be quality and detail-oriented.

+ Demonstrated ability to comply with complex solicitation requirements.

Desired Qualifications:

+ Demonstrated capability in supporting/completing process improvement initiatives.

+ Possess a current/active DoD Secret Clearance.

+ Proposal experience in aerospace or defense industries.

+ Completion of relevant Shipley Associates or similar proposal-related training.

+ Any level of proposal professional accreditation from the Association of Proposal Management Professionals (APMP).

Work Environment and Physical Requirements:

Employees in these positions must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to sit and to maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 15 pounds; may require minimal walking, climbing, stooping, crouching, and/or bending; and vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment such as safety glasses, safety shoes, and shop coat. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
