Senior Analyst, Program Management (Program Manager) (JC103829079)

Overview

This requisition is for a Program Management Analyst 3 position to lead Integrated Product Team development activities focused on Advanced Energetic Warheads for the DOD and Prime Contractors. The position may also involve secondary management efforts on rocket motor propulsion and SBIR technology development. The position reports to Senior Director of Rocket Shop for Aerojet Rocketdyne’s Defense Advanced Programs Business Sector in Huntsville, AL.

The candidate will be responsible for leading teams made up of Engineers, Operations, Supply Chain and Test to plan, propose and execute advanced DOD, Prime Contractor or Internal Research and Development Programs leading to defense acquisition programs.

The PM position also includes responsibility for interfacing with Finance and Contracts to manage contract scope execution, communication with customers, data and product deliveries and ownership of program level financial status including awards, revenue, profit and cash flow.

This position may be filled at this level or one level higher.

Essential Job Functions (Including % of Time for Each)

40% – Assemble and lead integrated product team activities on small to medium sized programs and interacting with Engineering, Suppliers, Operations, functional managers, and customers to achieve program objectives.

20% – Prepare program plans, coordinate cost estimates and manage Earned Value Management System (EVMS) for assigned work.

20% – Coordinate integrated master schedule preparation with emphasis on accuracy of plan, critical path management, and task look-ahead.

10% – Prepare presentations and lead teams in presentations to peers, customers, suppliers and managers. Will include occasional overnight travel.

5% – Develop business case and oversee discretionary projects and proposals.

5% – Perform other related duties as assigned by management.

Requirements

Requires a Bachelor’s degree in Mechanical, Manufacturing, Chemical or Aerospace Engineering (or other directly related field) from an accredited Engineering School and 5 or more years of experience in an engineering, product development or manufacturing environment (or an equivalent combination of education and experience). Technical knowledge of energetic warhead and solid rocket propulsion and knowledge of supply chain management, lean manufacturing, assembly and ATP processes are preferred. Ability to use technical knowledge and experience to evaluate plans, processes and results of the supporting team is required.

This position requires working knowledge of project management methods within the defense acquisition environment including proposal preparation, program planning, integrated master scheduling, budgeting and earned value management. Ability to implement product design and development stage gate process (reviews for design, build, and test) required.

Demonstrated abilities in team building, leadership and delegation skills to achieve project objectives are required. Must have experience in leading, encouraging, reviewing and critiquing work of supporting team members to maximize program success. Demonstrated ability to define and negotiate task objectives, scope description and completion criteria for specific and broad activities. Ability to coordinate various activities simultaneously and to make real-time plan adjustments in response to problems and unexpected interim results.

This position requires excellent communication skills, self-motivation, strong leadership skills and the ability to handle and resolve complex problems with minimal guidance. In addition, this position will be required to directly support the section Directorate with status reports, presentation materials and technical and cost status. Willingness to travel and flexibility to work occasional extended hours are required.

Must be proficient in the use of typical office computer programs for conduct of program management such as MS PowerPoint (presentations, logic diagrams), MS Project or similar scheduling tool to create simple project files, managing experts in MS project for schedule precision, critical path and pre-emptive evaluations, MS Excel (entering formulas, graphing, developing spreadsheets), and MS Word (tables, program plans).

US Citizenship required. Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (U.S. Citizenship required). Must also be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.

Work Environment and Physical Requirements

Employees in these positions must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to sit or stand and maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 25 pounds; may require occasional walking, climbing, stooping, crouching, and/or bending; and vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment such as safety glasses, safety shoes, and shop coat. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
