General Summary

Performs analysis and problem solving, to include Foreign Military Sales (FMS), and coordinates between the user requirements community and Product Director Aviation Network and Mission Planning (ANMP) in PEO Aviation on major projects throughout all phases of the DoD Acquisition Life Cycle.

Principal Duties and Responsibilities include:

* Responsible for coordinating inputs for the development and implementation of schedules and work within a team environment and to provide insights into program scheduling trends and best practices to assist the customer with formulating achievable program schedules.

* Works closely with industry, prime contractors, Government program office personnel, and SAMD to effectively integrate and manage the program schedule. To include, critical path and risk analyses on the integrated master schedule to determine schedule realism and schedule drivers.

* Determine availability of required resources to support contract actions, coordinate ANMP receipt of funding from CECOM SAMD as required and prepare and staff the requisite request for funding to support contract actions.

* Responsible to review, develop, analyze and/or evaluate programmatic and technical documentation in support of contract requirement packages (CRPs) and Foreign Military Sales to include Statement of Works (SOWs), Technical Instructions (TIs), Modification requests, Letters of Request (LOR), Letters of Offer and Acceptance (LOA).

* As required attend conferences, briefings, meetings, and working groups and ensures management officials and team members are aware of all product activities.

* Will interface with a diverse group of internal and external stakeholders at all levels within the Army.

* Informs leadership on the status of multiple actions working with the USG FMS lead.

Required Experience

Required Qualifications

* Bachelor's degree in related field or the equivalent experience.

* Minimum of eight years’ work experience at the program level to provide programmatic and/or systems engineering/integration support to major DoD acquisition activities.

* Active Security clearance required.

* Must have the ability to work in a teaming environment and have the personality to interface with numerous Government and contractor personnel in a rapid paced environment.

Preferred Qualifications

* Experience in the development, testing, fielding/training, and sustainment phases of system’s life cycle.

* DIWIA Certified in Program Management or Systems Planning, Research, Development and Engineering (SPRDE).

* 5 years concentrated experience with the Foreign Military Sales process and the DOD 5105.38-M, Security Assistance Management Manual (SAMM).

* 5 years concentrated experience with the Foreign Military Sales requirements documentation such as Letter of Request (LOR), Letter of Acceptance (LOA), Pricing and Availability (P&A) and FMS Case documentation.
